Default '07 48 Volt TXT Won't Run

I have an '07 TXT that will not run. Batteries all test good. I have checked the charge receptacle and it is ok. I get a reverse buzzer when the switch is on or off. I get the correct and same voltages on the Red, White, Green and Black wire connections on the harness if the key is on or off. The solenoid won't click. Any ideas for me? Thanks.

Model is a TXTE. I'm not sure if that is a PDS or Series.

PDS will have a run tow switch on the controller cover and FnR switch on the dash. Series will have a rotary FnR switch by your leg.
