I've found the best way to cut foam is with an electric knife. They have two blades that reciprocate in opposite directions, and cut even think foam cleanly and accurately.

like Yurtle said a turkey knife will do the job, you just have to make sure when you cut that you are holding it so it cuts straight, its easy to end up with your foam thicker on top than the bottom, I'm an upholsterer and have a Bosch foam saw that cuts beautifully but in the old days cut a lot of foam with turkey knife, when I trace my plywood template to replace foam, I cut foam 1/2" bigger than the wood, and I always glue foam to the wood around the perimeter, any of the foam you get at joann fabrics or Michaels or anything like that is junk, too soft and wont hold up. trust me I've been upholstering since the 80s, you will be redoing it in no time,because youll be squishing down and sitting on the wood.
you need to find somewhere locally with quality "HR" ( high resilency foam) or online places like Rochford supply will ship, I recommend their 6130 3" foam for golf cart seats

You don't still have your old seat wood do you? I'd be interested if you could make me a paper template traced and mail it to me. The seat I have is way wrong and I gotta start fresh.

X2 ON that template or pass it along , just picked up and awsome cart with maybe 20 hours on it but the seat is dry rot city and not really enough left to make a template

Here you go, mine is 40 1/4" x 19 3/4". I've marked the hole locations and side indent with white paint, but you really need to use the existing side rails and latch plates to get the perfect. It's symmetrical left-to-right, but not front-back - particularly the curves, the front is a much tighter radius. You can drop the tray onto your body and eyeball where it needs to be adjusted, but if you cut it a little under-size, it won't matter once you get the cover on.

The location and size of the vent holes doesn't matter much, just keep them away from the rail mounts so they are not blocked by them.
