Default 295cc Rocker Shaft Woes

I have a Robins 295 that has an oil leak and I need some clarification. I've looked at a few diagrams and haven't found my answer. I thought I had an oil leak from the cam seal on the timing side of the motor. I put in new seals for the cam and the oil pump drive. Put the motor back in the cart and it's still leaking from under the timing cover. I noticed the idler shaft for the rockers does not have a seal/plug inside the head on the drivers side (see picture). Is this normal or is there something that seals off the shaft? It appears the oil is leaking from the idler shaft.

Looks like it. New VC gasket, cam gear seal, oil pump seal, and crank seal. Nothing else left on that side of the motor. No cracks in the case that I've seen. I would assume there's a plug that goes in there, but need clarification.

Thanks. Yea, I've read that forward and backwards a few times - nothing outlines a plug for the timing side of the cylinder head for the rocker shaft.

There is a plug. It looks like a small freeze plug.

Yep. Measured the hole with a caliper, found a plug at Napa and pressed it in with a little RTV.
