Mystery solved!!!!!! So it turned out to be a faulty spade connector on the black and white wire on the F&R limit switch. I was getting voltage to pin 1 of the motor controller but apparently not enough amperage to actually power on the motor controller. The interesting part was that the solenoid was working when the pedal was pushed but the motor controller was not powering on.
Thanks to all that offered suggestions and help and especially to the customer support guy at Alltrax that suggested the low amperage issue.

So I have a new problem now. It started doing the same thing controller not powering on. So I replaced the connectors on the other wire on the F&R limit switch and on the wire connecting to pin 1 of controller. Now powering on again but gives a blink code of 2 red flashes and does not go. I looked up blink codes on altrax web site but they don't list 2 red flashes. Does anyone know what 2 red flashes might mean.
Update I found 2 red flashes in a different spot on altrax site. It means under temperature. Spring time in south TX under temperature LOL. Got another cup of coffee and went back out to try and make sure I counted the blinks correct and now it is working fine. Total head scratcher.

I forgot I never updated this with final resolution. So I tried powering on the controller with an external battery but still hooked up in the cart and it did not power on. Removed it from the cart and tried again and now it did power on. Turns out the controller was just intermittently not powering on. I replaced it with a new alltrax SR48500 from ScottyB carts unlimited. Problem solved. ScottyB was right intermittent problems are a drag to diagnose.
