Is the Alltrax XCT controller a plug in an go. Or am
I going to need some type of programmer.

I pushed on gas pedal still didn't move

Be sure to do these tests with the rear on jack stands.

User programming is optional. Every control comes preset to 100% torque and speed. Only thing needed for programming is a laptop and usb1>2 (typical printer) cable

the cart should run with the controller plugged in and the solenoid engaged.

The only thing that should not be plugged in now is the wire from the control to the solenoid you replaced.
Remember to not leave the key on when the cart is not in use if it engages the solenoid.

Okay well cart still
Didn't run? The solenoid click when I turned the key on but cart still

At motor I have following voltage .

F1 -51
F2 -51
A1 +42
A2 +42

So
Something wrong here

If you have power at all the pins I listed originally and the solenoid is closing you have:

a bad controller
a bad solenoid
a bad motor
a bad cable
a bad ITS

Remove the precharge resistor on the solenoid big posts. put the meter on controller B- and B+ = should read pack voltage when the solenoid clicks.
Put the test leads on controller B- and M- = Should read pack voltage (48v) when the solenoid clicks and go down near 0v when the pedal is pushed to the floor.
