Resting voltage would be identical. Instead of 8 batteries with 3 cells per battery, you have 6 batteries with 4 cells per battery. Same number of cells, but less voltage drop under load, because the cells are larger with 8 batteries.

Does your friend have identical tires, not just diameter, but width, tread pattern, and pressure?

Also, what drive system does he have, which controller, etc.

He has 14 inch, mine are 12 inch but the same tire. Both series cart, both 400 amp controller just different model. Didn't check the tire pressure at the time. Both TXT. One's a 94 and the other is a 99. I'm with Johnnie, I think it's the load drop is better with the 8 batteries.

Could be anything to do with the motors age and condition, or differentials, or bearings, or brake drag, or controller settings, or, or ,or... Your experiment is not conclusive.
You would have to run the same cart on the same course with both packs to begin to convince me and JB too if he thought about it some more.

Those must be wheel sizes. Tires are where the rubber meets the road. If he has larger diameter tires, his top speed will be greater than yours, at the expense of torque.

I know there are many variables. Just an observation, not true experiment.😆

Just looked at my cables and motor connections. Battery cables are pretty hefty. I'd guess 2 or 4. Cables to controller and motor are maybe half that size. Also the motor terminals are rusty and look pretty bad. Will post a pic as soon as I figure out how to.
