Thanks to all who helped. Next time I will double check all wires are connected b4 posting a question!

Depends on how it's hooked to motor. The posts on the controller are labeled S1 and S2. They correspond with F1 and F2 on the motor. If they're hooked up wrong forward and reverse will be flip flopped with one another. Glad you found your problem.
