Use your jumper cables directly to your starter.

After that, back up to the solenoid lugs, and try again.

If both are good, try jumping from the battery terminals again. It could be hidden corrosion inside of the positive battery cable.

I have a feeling that we are looking at multiple issues.

Cart around is correct but I might add this. Why not run a cable directly to ground post on starter and the other end to ground post on battery.
Those braided ground cables have been known to give problems, at least where I worked years ago.
Like others here I think you have a bad connection somewhere. A good meter would tell you.
That noise you hear from solenoid is the tell tell sign something is not making contact. Want to know how many solenoids are sold for older model cars and trucks when all the time it was a bad battery cable connection :)

I agree... I have had problems with the braided ground cables. It's simple enough to just make straight, independent runs and eliminate this cable all together.

Finally got time to pick up new battery and got it installed. Cart took right off and running great. Weird thing that was fixed, the motor used to make a sound kind of a whine and would loose power but only when it was freezing out. No more sound so hopefully that is fixed to. Thanks for everyone's help and have a merry Christmas, my dogs definitely will now that the golf cart is fixed.

I thought all was fixed but the starter is not charging the battery, voltage not going up when cart is running, ideas? Starter, solenoid and battery are new.

Remove the green wire from the voltage regulator. Start the cart and watch voltage of the battery + and - terminals. Ground the green wire going to the starter/generator and watch the voltage. If it goes to around 17ish volts, voltage regulator is bad. If theres no change the starter/generator is bad.

I have good spare (used) oem parts for both if you need.

Just to double check I did correctly. I disconnected green wire to voltage regulator and touched it to a bare ground wire close to it while cart was running in neutral and the voltage on battery did not change. Did I test it properly? Also is there anything on the solenoid I could have screwed up to cause the brand new starter not to charge? Is this the only way to test the starter?

Did you get an OEM unit or aftermarket?

It's not uncommon for aftermarket starter/generators to eat themselves alive in a week or two, or be bad right out of the box

Reliance starter from buggies unlimited. I still have the original I rebuilt that is probably fine as it turns out. Just wanted to make sure I am going at it smarter this time.
