Default Low Hum coming from Reverse Buzzer and Cart Won't Move

Bought a project to work on with my son. It's a 2007 Yamaha G29. Just put new batteries in and when i switch tow to run, the back up buzzer makes a low steady tone and cart doesn't move. I had already replaced the solenoid when I was doing clean up. I don't know electric carts that well so open to suggestions.

That's either a bad controller, or damaged wiring harness (physically damaged, or corrosion intrusion).

Kinda thought controller but I'll give the wiring harness a good look through. Should my solenoid have 48 volts on the controller side or does that vary by accelerator sensor? I do hear it click when I switch out of tow.

It always has B+, the B- is provided by the controller when controller thinks it should be on. And "whenever the key is turned" isnt what it does. Itll turn it on for about 5 seconds, then off again when tow/run is turned on. Wait 30 seconds like the instructions say to do.

The instructions no one reads/follows on that sticker.
Yep, "jockey" that switch like a mad man, like it was your bathroom light..... nope, gonna have to wait. Following directions is for "suckers"...right?

From the research I've done, it sounds like the solenoid should click when I press the pedal down. I don't think it does. Can I jump out the accelerator sensor to see if wheels move and solenoid clicks without frying the controller?

There are 2 things at the gas pedal, one is the position sensor (3 wires & cant be "jumpered"), the other is a "stop switch" (2 wires, can be jumped).
