Thanks! I will definitally check out a relay like that, I just grabbed what was cheapest to get the cart running. The motor turns over by hand but thats as far as I have tested despite the work into it!

Make sure you don't have a bad ground connection or other wire connection. VERY common on these.

Yeah, I am tearing up the floor tomorrow and following all the wiring around the cart with a diagram I have and making sure everything is there and in order.
