Default Locked up brakes

I am working ong on a ez-go RXV. It has the braking system with no emergency brake. The cart had a bad battery. The owner said that morning that the brakes locked up on him. Could this be due to the bad battery? He said it only happened one time when he first started to move cart in the morning.

there is actually a lever that can be pushed to release the electric brake. Kind of a pain in the neck actually but it is there for exactly this issue.

Personally I think the electronic brake was a bad idea though

So if I replace the batteries, it will unlock the brakes?
