Default Help with identification

Anyone know what year and model this might be? I know it is an ezgo. I am trying to help my father in law fix his cart. His son painted over or took off all identifying marks, so I have no idea what kind of cart it is.

*The problem- Bought brand new batteries. Plug the charger in, the meter says full for about 10 seconds and goes to zero. I am thinking the charge is bad? (I am trying to find out what brand/model the charger is) I am also thinking when the new batteries were put in, they were hooked up wrong. Anyone know of a wiring diagram? Any help would be great guys.
