Ok, next step hookup your computer to the controller and see what's in the error log.

we don't have a computer to hook to the controller but the green light on the controller is on and flashes the correct amount of time for the club car 48v programming

I figured it was an Alltrax. I've got a DCX400 here now behaving the same exact way. The solenoid clicks when you turn on the key and I get the green lights flashing like you describe, indicating the throttle setting. However, when I put it in Forward and try to go it gives me 5 red flashes, indicating an Open Field. Typically this is a motor issue, but I checked the motor with a meter and it passed. I then checked all wiring to the controller and it is good as well. A new Alltrax XCT controller is on the way.

yea I have a dcx400 on this one and it still wont work the motor is brand new and is testing fine when I hit the throttle on this one the light stays green all the time it doesn't flash red at all

I found the problem in the connector goin to f/r rocker switch. when I originally tested the harness and connectors I had continuity across each wire at each connection but when I pulled the rubber grommet out of that connector to the switch one of the terminals was broke in half and it didn't have good a good enough connection for it to work
