The white wire reads 1.5 at the click and 2.6 at full pedal. I also deleted the connection at the ITS and put in hearty shrink butt joints.

Looks like the controller is being told to pass amps to the motor, but isn't doing what its told, so that indicates the controller is bad.
Replace it with an Alltrax SR48400 or larger.

Johnnie, do you have a wiring schematic for the TXT key switch that includes lights on a second click?

Here's a wiring diagram for keyswitch with lights. As for a schematic, the two sets of contacts in that type keyswitch are entirely separate electrically and each respective set shows up on two different schematics (drive system & 12V accessories)

So it should read pack voltage up there somewhere as well?

Yes, terminals "I" and "B" are pack voltage.

Terminals "B1" and "L" are 12V.

Installed the SR48400 and it runs forward in reverse and reverse in forward. I am sure it is a simple wire switch, but which wires? I don't want to blow the brand new controller up before getting to use the cart.

Swap the cables on the F/R switch at the 9 and 3 o'clock positions.

I swapped the F1 and F2 cables at the motor.
