Ez go pds txt 48 volt cart wont move

Cart was working fine on night but had been raining, next day went to use it and nothing. I have performed all tests on sensors and switches, solenoid works right and clicks, jumped motor with 12volt jump box and wheels spin. Found check list online for Curtis controller 1206HB-5201 and performed all tests on check list and everything passed except the #5 pin, on check list it says has to equal pack voltage of 49 to 50 volts but only getting around 35 to 36 volts on that pin. #5 pin is orange wire with red stripe that runs back to blue wire coming off of charger port. Check that connection where blue wire meets orange and red wire and I am getting 49 to 50 volts on blue wire side and only around 36 on orange and red wire side just behind connection. Could this be stopping cart from moving?
