does not sound like a rpm limiter problem. An rpm limiter electronically senses the spark, converts it to rpms, if the number is too high, it shorts out the spark, killing the ignition momentarily which drops the rpms, it then allows the spark and the motor continues to run. so it is kind of like turning off and on the ignition switch to regulate the speed. most of the time when the rpm limiter goes, it won't run at all or nothing over a idle without cutting out. try disconnecting the ground on the rpm limiter. if it acts the same, it is very unlikely that it is the limiter.
