I use a two hammer method on even the most stubborn boat steering wheels but the one on my Yamaha would not budge so what I did was put a bearing separator behind the wheel. Use a puller like a steering wheel puller on the front. Drill two large holes next to the hub to align the slots on the puller with the threaded puller holes on the separator, put some puller bolts through and she came off like butter.
