Full throttle at barely any pedal.

Hello. I have a 1993 Carryall 1 that when you barely push the throttle, as in any time it pedal-starts, it goes to full throttle, or at least revs like it is. Any ideas? Rev limiter? Also this is a 1993, but when I pulled the rev limiter, the ignitor is not there. The wire goes up to the coil. Is this a newer engine, or is the Carryall different? Also, will the rev limiter for the 1993 DS work if I change the connectors? Any help is appreciated. Thanks.

The most common problem with a wide open throttle with very little pedal is usually a broken carburetor butterfly!

The butterfly was fine. Anything else to look for?

I've also read that the throttle shaft return spring either breaks, or gets disconnected.

Just shooting it out there...

What does the throttle do when you do the same thing with the key off?
Can you pop the seat and see?

If I adjust the governor to high.. It's all or nothing. Mainly because my throttle return spring on the carb is so weak. But you can typically find a happy medium, where it works like it should and still moves right along.

Thanks for the help guys. I was totally on the wrong page. I was thinking it was something electrical, not mechanical, duh. The throttle cable from the governor to the carburetor is completely seized. Thank again!
