That's common- but charges at more like 17-19 volts and will waste a starter pretty quick. Voltage regulator is what is at fault.

I called Club Car and they told me the same thing. Said
There is no reason for the starter generator to have repeated issues like that. He said it's most likely the voltage regulator causing it to fail so fast. Also said it'll cause the battery to over charge and fail as well.
