Default belt not engaging or poorly at best

Okay here it goes. A quick history. I bought a cart from a buddy for $300 bucks (99 ezgo workhourse 1200). He found it in the garbage. I know it has been sitting for at least four years and likely longer. I worked out the electrical and fuel issues. now to the problem. i got the cart running good but the belt is not engaging or at least fully. i can get it to move slightly with RPM and a push. I know nothing about this type of drive clutch. Any useful information on where to start would be great.

I know I had that same problem with a cart that had been sitting a while and I finally realized the driven clutch was not opening and closing like it should. I pulled it off, oiled it up good, moved it in and out a few times, put it back together, and worked like a champ. Before I could get it to go but it had no power going up hills, believe me this cured it.

I think that may be the issue. It seems as though niether the drive clutch or driven clutch moving on the shaft. i'm gonna try to disassemble and lubricate them as you stated. wallets empty so the fingers are crossed.
