A well maintained 2 stroke is more than a match for the 4 stroke equivalent however there is no ready solution that does not involve some work. Unless your compression is way up there everything else will ultimately be a waste of time. So the first step would be a compression test. Anything under 100 psi would suggest that your biggest bang for your buck will be an engine rebuild. Assuming you are up at 130 -140 psi then look at your belt. If it is less than 1 3/16 inches wide a new belt will increase your top speed (a little). Now look to your governor, is that hooked up, if so it should be limiting your top speed to 12 mph. Does your cart seem to run slower as it gets hot? Maybe it is time to BBQ the muffler. If your oil pump has been removed and you are premixing the gas, has it been run at 128:1? If not your plug may be fouled, try a new one. If you want to spend some money then invest in a lift kit and 22 inch tires now you have overgeared your rear end and although it will take longer to get there you will reach warp factor 1

As you can see there are many answers to such a broad question.
