Western 400 Options

I am in the process of locating and purchasing a model 400 cart. I see some different options year to year and many people don't have a clue what year their cart is. I'd like one with the ball washer built into the fender and the storage on built into the right fender. One dealer told me they were not producing new carts one year but the only refurbished carts. The ones with the ball washer and storage on the rear fenders are only on refurbished carts. Is this accurate? If I find a cart without these are they available for purchase elsewhere?

Any info is appreciated.
