Just thought I would update this for anybody doing a search. I took apart the brakes today for another mod and found a problem. The piston that pushes the brake shoe out was stuck in the full out position. So when I adjusted the brakes close to the drum, the arm really couldn't push it it any further. I removed the piston and put a small amount of heavy grease on it. Here you can see the offending part.
