Just pulled the M- cable off of the controller, and the main solenoid coil negative wire off so all high voltage wiring is out of the circuit. Had previously verified proper 2 gauge wire routing to the motor, and reversing contactor.
Fan still comes on immediately, and then the "Short circuit"red/green flashing.

What is the fault code exactly? 1 green 1 red?
The only time I saw the fan come on instantly was when high amperage cables were not right?

Exactly.

Fan comes on, solenoid kicks in, green light flashes about 4 times, then the solenoid drops out, LED goes to 1 green/1 red flash continuously, and the fan stays running.

I'm not at all sure about what the problem is. Maybe you can post some pics of the installation and we can spot something? Take a look at this installation and see if your contactor & motor cables are landed are the same.
Precharge resistor in place?
Diode polarity correct?
