Default 1994 EZGO Medalist top speed issues

I recently picked up a used 1994 medalist cart and after replacing the batteries I am only able to get around 9mph top speed. I have replaced all battery cables with 4 ga wires and all of the batteries are fully charged. From what I have found online the cart should be able to due around 14mph stock. What could be causing the cart to run slower?

Tire pressure is good and the batteries are new Trojan T105's

If you only get 9mph on flat is it even able to go up a hill? Do you have any torque at all?
Is anything getting hot?

I will take a shot in the dark and say motor brushes are worn..
