Update, put new solenoid and different batteries in. Still won't start off on a pretty sharp incline. Not sure what else to do.

How steep is the pretty sharp incline?

I'd say 15 to 20. Will go up it with a little bit of rolling start no problem. Won't go up it if you start 2 feet up it from still.

EZGO's 14° max recommended incline is for a cart in factory perfect electrical and mechanical condition. It isn't stated, but I believe the spec is for a running start rather then starting from a standstill on a 14° incline.

Unless it has been rebuilt, your 16 year old motor has worn brushes and the insides are covered in a layer of carbon dust from the brushes, so it most likely is producing less torque than it would if it was in like new condition.

A cart its age may also have some wheel (and other) bearing issues, causing more drag and taking more torque to start or move. Try pushing cart on hard level surface with Run/Tow in Tow. It weighs half a ton, so it will take some effort to get it to start moving, but once moving it should be easy to push.

The cables getting hot is also an issue. Any cable that gets hot needs to be replaced.

FWIW: I got my 2008 PDS in 2011 after it came off a 3 year lease at a golf course in Arizona. The OEM cables looked good to my critical eyes (At the time, 50+ years maintaining electronic and electromechanical stuff), but being an efficiency nut, I replaced all ten high current cables with 2Ga and got a noticeable gain in acceleration off the line, indicating a low end torque gain.

Get the motor serviced, put an Alltrax XCT48400-PDS (or larger) controller into it along with a MZJ400 solenoid, seven 6V batteries for 42V and some good (all ten of them 4Ga or thicker) high current cables in it and your cart will accelerate from a standstill on a 20° incline without complaining.

I would replace the big cable, minimal crimp and corrosion wicking up the cable.
I would replace the terminal on the small cable.
