Encoder would not cause brake to not release when in Tow & Neutral. Or at least never has in my experience, and I been at it for a while at the Ezgo dealer.

The failure of the original motor brake could have taken out the motor brake fuse. Remove the plastic cover that has the Run/Tow switch, turn it over, and look for one or two caps on plugs with 2 wires. It will not be the #1/#2/#3/#4 set, it will be the others. typically 2 red wires on one and 2 yellow wires on the other. There are fuses under those caps, a 10 amp fuse and a 7.5 Amp fuse, if they are original. The 10 Amp fuse is for the keyswitch, and the 7.5 Amp fuse is for the motor brake. You can use a 10 Amp fuse for the motor brake if you cannot find a 7.5 Amp fuse. If it only has one fuse, it is an earlier model wiring harness and the keyswitch fuse is used for the motor brake as well. Good luck.

No luck with motorbrake... It has the old type harness and the 1 10 amp fuse is good.
After installing new motorbrake, it is making a sound I don't remember before sounds like the rear end is clicking...? - Still limping..
