Skis are better weight balanced than carts with a center engine and carts tend to be tail heavy. A tail heavy trailer will wag with the only fix being to load it differently (backwards) or move the axle. I would suggest loading and weighing to find your center of gravity. The good thing is it is not expensive and no big deal to add additional hangers to the frame and reset your axle.
