He isn't completely wrong. A higher amp controller will allow the motor to draw more amps at low RPM and more amps means more torque, but the improved performance will only exist at about 7MPH or less, so it will not effect how much the cart slows on hills unless it slows to 7MPH or slower.

Note: The speeds given are guesstimates based on a completely stock series drive cart in good running condition.

First we need to find our more about the cart and then determine if it still has the performance of a stock series drive cart.

Since it is a 36V cart, it is at least 9 years old and all the high current cables most likely need to be replaced, as does the F/R switch.

How old are the batteries?
What are their Make/Model?
How much do they drop under load?

What is the cart's top speed on level pavement?
What does it slow to on a 5% grade? (chart attached)

Except for changing the voltage, other modifications are a compromise between speed and torque. In other words, if you want more torque, you give up speed.
