Default V Glide issue on a 99 Club Car DS

I have a 99 Club Car DS with brand new batteries (48v) and new FNR rocker. The cart's wheels still turn slow. I pulled the V Glide out and sanded the contacts, then started messing with the wiper arm. As I started moving the wiper arm myself to make sure it has a better contact, the wheels started spinning faster.

I am assuming that I can say the V Glide is no good?

When I press the pedal down I only get 37-40 volts at the FNR rocker. Without touching the pedal, I get 50v.

Have you verified that the wiper arm goes all the way to the last pad when pushing the pedal? You can adjust the pedal linkage if not, also the wiper arm has an adjustment to make sure it makes full contact with the pads.

The wiper arm does go all the way up, i did check that.

I will try the adjustment as well to see if that helps.
