Default Mildew removal

So got down to Florida for the winter and the cart seats are covered in black mildew. Tried bleach water, straight bleach with a scrub brush but it only fades the mildew, doesn't clean it off.
Any special cleaner anyone used or is it a permanent stain?

Star Brite mildew remover is the best. Use a scouring sponge to work it in. I removed 5 years of growth off my boat seats in 1 cleaning.

It's been my experience that straight bleach in direct sunlight is best for the most stubborn mildew. If that won't do it it ain't coming out. Wet it down and let it sit in the sun.

Yes the sun is the difference.

I would also add that you should keep it wet and moving with a brush from time to time so it won't streak. If it streaks then you have another problem.
