2015 precedent IC650 charging issues

I have a 2015 [Precedent] with 6-8volt trojan T-875 battery pack.
The pack is new but has been broken in. It is not taking a full charge. When plugged in only 52-54v is being supplied to the pack. I have swapped chargers from another working cart same issue. Checked for loose connections. Think I correctly tested the interlock and the resistor. When testing voltage at the DC plug coming from the charger I'm only getting 54v. Any help would be much appreciated. Thing has been sitting in my bay for too long now!

What's the voltage on each battery? Check each prior to plugging the charger in, and then recheck after plugging in.
Check again 20-30 minutes later while the charger is still charging.

They all tested within specs

Ok, what charge algorithm is active in the charger? Trojan needs Algorithm #3.
Usually those chargers come preset to #31 or #256.
