Tire size? Are you using oversized tires? Inflate tires to at least 18 psi. Check carb float. Ramp shoes, have you replaced them? Maybe you have one missing or almost worn out.

I checked the timing by running cylinders to TDC and looking at the valves. All seemed to be closed. Stock tires. Have replaced buttons and cam on rear clutch and cleaned up front clutch really good. Looks perfectly fine. Any other ideas. Tires are stock. This thing is kicking my ***.

Some basic things, the cvt is really important and looks like you got most all of that. It may not seem like it but when they shift wrong you get no power to the ground. Also check motor mounts because if the engine moves to the trans under torque it makes the cvt shift wrong. Worn belt also not good, worn sheaves will also make it shift poorly, you can see those by looking where the belt runs the sheaves will be worn in there (dished in). After all that you start looking at engine issues, does the carb open all the way, is the exhaust plugged (more so on some carts than others), does the engine have problems like low compression, timing issue, valve issue, etc., is the governor still on, if so is that screwed up people bend up the linkages and stuff things in them.

I have really been leaning towards a plugged exhaust. Is that a common issue with these?

Well it's not the muffler.... I took that off and checked it out.

did you try a new set of plugs, maybe one of them isn't up to par.., I got a video of my ezgo running in neutral and you can see the clutches working good. I could post if you want to see it.

Have you checked the voltage at the coils when the throttle
Is pushed

I'm watching this with interest because I'm working on an 06 with the 4 stroke 2 cylinder Robin with similar issues. This one has some low end power when first started cold, but gets really weak as it warms up. Good compression (150#, 155#), cvt working - stays "down on drive clutch "up" on driven while the engine struggles to gain rpm. Cleaned then changed carb, tried different plugs, even plugged in a different coil- all no change. Adjusted valves and replaced the drive belt too. I'm running out of ideas.
