Default Surging a low rpm

Hi all,
I am working on a 2005 ezgo 350 ST work horse.

At low rpm when first starting the cart stops and starts in a rapid manner.
When I apply full throttle the cart runs fine.

When the surging occurs,I notice the fuel meter jumping around as if the is a short in the wire.I have no idea what wire,but it appear to happen only when the throttle is applied at low speed.

The clutch belt is in good condition and only a few months old.
I checked the micro switch and that appears to be adjusted correctly.

Any ideas?

I walked away from this last evening without finding the issue that is causing this problem above.
Today I put some sea foam in the tank and took it for a ride. It was rough running at first but it did appear to help the surging. After a few minutes and the motor warmed up ,it started to do the surge, as it was before.
When I raised the rear bed and ran it, I could hear a small pop each time it surged.
I am going to check the valve adjustment to see if that might be an issue.
Is there anything else I should check ?

Still working on this cart.
I have been reviewing the forum for answers,and one thing I have read is to make sure the butterfly opens before the micro switch.

This is the first Robin motor that I have worked on.I cannot see any linkage that I can adjust,nor can I see down into the carb to even see the butterfly.

Ezgo has out done themselves with this setup.

Is there a way remove the shroud covering the carb without drilling out the two large pop rivets ?Do I need to even remove them ?

This cart was extremely dirty and caked in oil and grease.I will most likely end up doing a carb clean out.
Is there an easier way to do this than it would appear ?
