compression is 120. Note, compression gauges go bad, I had to buy a new one to get a reading on this motor. Will pull exhaust later to check piston. Motor hasn't been apart as far as I know.

You said you replaced the carb... dis you replace it with an OEM carb or a cheap aftermarket. Search the forum and you'll lose count of how many people were chasing their tails because their cart was running horribly rich (or lean) because of a cheap carb. Once they cleaned the OEM one out real good, it would run good as new.

What does the spark plug look like ? Is it dry or gas fouled ?

Sounds like too much fuel. Do you still have the OEM carb? If so, clean it good and try that. You may be surprised

yes, I've cleaned it once, but I'll use the sonic cleaner and the solvents and air on it this time, along with checking the float measurements.

Yes, muffler off. I checked both carbs for float specs. Old one was out, new one right. Reinstalled old carb and it spun up well, and loudly with muffler off. Need to set timing but am much happier with motor now.

I'm done. The cart runs good. Upshot, don't buy cheap carbs. I set the float right on old carb and it rev'd up. I have a couple of hints for timing these. Take the fan housing off and leave it off while timing. I didn't and used the IG mark on housing as a timing mark. Wrong. Two, leave the plastic fan on the flywheel. Three, find and use the best puller you can find, as the initial removal was awful. It doesn't help to use heat to remove flywheel, it just costs you a pulser.
