Default no power to hub, new hubs

We have a cart that we aquired we put new hubs on it because the old one was spun. We have the cart on stands and when you press the gas pedal down the hubs turn but not very fast and you can actual stop with your hands. pulled the axle out and all of the splines look great. If anyone has an idea or have seen this before any help would be great.

With the cart on the ground or holding both wheels, does either of the center axle nuts spin?

no they do not, but it feels like something is rubbing trying to get it to move.

not sure if this matters but when I tried to move the cart the last time I did not have the castle nuts real tight, IE 145 lbs toque. Do not know if this would have an affect on it or not.

not sure if this matters, 2007 clay cart txt. Model ME 29 transaxle.
