Default Brakes

I have a 1999 Ezgo Gas cart with a Briggs and Stratton engine. The cart will not stop. I have adjusted the brake cable and checked the brake pads, they are new. I have just pulled the brake cable from the rear wheel to see if that is the issue. Here is the question...the lever that engages the brakes behind the drum, should it move forward towards the front of the cart or does it get pushed towards the rear of the cart to engage the brake pads. Thanks
