Default Runs with key off ?

Recently bought a 1991 36v cart with v glide. Realized that it will run with key off. Is this a stuck solenoid?
Also when moving f r switch, it arcs pretty bad if not moved all the way very fast. If stopped part of the way into forward or reverse it arcs and gets smoking hot. Is this normal and should there be some kind of detent in neutral?

Not normal! Was it hotwired for a reason?

Dont know that it is hotwired. Does the key switch normaly energize the solenoid? Can a solenoid fail in closed position?

Check for broke coils or bad connections to cause the arcing. The solenoid can stick but by the sounds of it you have more problems than a solenoid. Arcing is eiither going to be a broken resistor coil or screwed up wiring.

No - the key switch should not energize the solenoid. The foot pedal does that. You must have a bad microswitch for starters

The key is the "security" connection to the ignition system. It only allows everything to work when in the "on" position. It really does nothing else other than to keep honest people honest and dishonest dishonest...

Meaning - the key has no REAL function in the electrical system other than to "connect" the working circuts

I will print off the wiring diagram and check it out tomorrow. I guess detail A on the diagram is the foot pedal? Maybe it will make sense when I see it on the cart.

You have a stuck solenoid for sure! When the solenoid sticks in the closed position, its as if the key is on and the pedal is mashed. The arc on the F&R comes from power trying to run through it when switching directions. The key switch does have an important function. Depending on the year, it either isolates the pos. or neg. trigger wires on the solenoid. Early 36v carts work like this, off of main neg. battery cable to key, from key to anti-arcing limitswitch on F&R, to micros on accel pedal, to solenoid.
