Adjusting the toe in will help correct the wandering..

agree with the above comment about adjusting the toe in, if it is wandering that is the problem. you'll feel like you're all over the place, and your cart will pull one way or the other, depending on which wheel has the most traction at that moment. i need to adjust mine, as when i ride on the shoulder of the road, i'll have a sudden pull between one wheel on the pavement, and both sides on the pavement. (my steering wheel is also crooked, and it's irking the heck out of me, but i've just been too lazy to do anything about it)

however, if you're able to turn the steering wheel a ways without the wheels turning, and all obvious hardware appears to be in working order and not sloppy, it would probably be a steering box issue.
