Exclamation coasting question

while cruzin on flat surface or up hill my clutch makes no noise and is very smooth but when the angle starts to go downward, I start hearing a strange sound. It is sort of like the cart is going faster than the engine so it sounds kinda like it disengages then reengages etc. making a clicking sound. Any body else notice this or is something going out with the clutch or belt?

Yea I noticed it before I talked to the cart mechanic and he said its normal. He said the rear tires are moving and thats what makes the clutch spin.
