Default G9 Clutch

I have a g9 in need of a new drive belt and possibly a clutch. when reving the engine with no drive belt should the clutch move in and out? the old belt looks like it was burnt or melted.

Yes, the clutch should close up as the rpm increases. The belt should be 1-3/16" wide.
