G1 w/ G16 Engine - Hot Starting Issues

So I have a Yamaha G1 that has a 1998 4-stroke G16 engine in it. Starts up fine when cold but after running for awhile if you stop it just doesn't want to turn the starter motor. It has the dual solenoid setup still on it which is for forward and reverse (it has the G1 rear end so I don't have reverse) so I thought maybe the solenoid was bad. I switched the two around and have the same problem. After sitting for a few minutes randomly pushing the accelerator pedal it will then take off and its good again until I stop or let it cool down. When it fails it doesn't initiate the starter so the problem is isolated away from the Fuel/Air/Spark categories.

When it won't start and I push the accelerator I can hear the solenoid click on the fender.

What's been done:

New starter generator, didn't run at all before replacing this.. not even a month old,
new battery,
new ignition switch,
new battery cables to starter motor
swapped the solenoids around
