sccowboy and Mike. thanks to both for responding. Mike, bought the motor locally but have come to realize the dealer is ok for parts but depth of knowledge in "non standard" questions (such as I am faced with) is a bit weak.
Based on both of your responses it sounds like I need to start adjusting the existing linkage. I hesitated to do that until more info was available, not wanting to make things worse. thanks again!

sccowboy, choke cable is pushed out of the way behind battery. waiting to get the linkage right before putting choke back together. I'm hoping I don't have problems with the "old" air cleaner on the "new" engine.

I would refer to the service technicians guide for the correct parameters and steps to get the throttle and governor adjusted to spec.

i bought a new mci & had the same problem... you need the new bracket mentioned in the "instructions", but was not included. ezgo was kind enough to ship me one free of charge. to be honest there's not much difference between the 2 brackets & you may be able to get the one you have to work. check and make sure the down linkage is not hanging up on the metal plate coming off the carb. mine was hanging up there and i just put in a flat washer as a spacer & she works good now.
