Default 04 club car ds wont move

a friend of mine brought me his cart to try and help figure out why it wont go anymore.its have an 04 ds. serial number starts with AQ0412 it worked fine before May of this year. his wife went to get on it the next day and would go anymore.
i have check all batteries and voltages vary between 7.4 and 7.6 volts. its a 48v system total voltage right now is 45 volts. i checked all the cables and they are good ( had to replace a few of them). i then followed the cables back to the solenoid and on both sides ( red and yellow cables on top of solenoid) the voltage is the same (45 volts). i was able to put it in reverse and while holding the pedal to the floor and giving a little push the cart would move about a foot then stop but will not do it in forward. the push i gave wasn't enough force to move the cart

how do i check the other components to see if they are good. i have the cart on charge now and the meter on the charger has jumped over to 15

Hard to test it without proper voltage...... jack a wheel off the floor but even then..... put a meter on the pack and see how low the voltage goes when you press the gas.

i will try that. but what is proper voltage? should it read 48volts and each battery 8v?

48v is 50% charged. After charge and a 12hr rest they should be 50.9 if memory serves me. Let them charge until charger shuts off. If it doesnt shut off after 16hrs then unplug it. Bad batteries could be a problem.

Update. Batteries are charged. Reading 50 volts. I have the rear up on jack stands. When pushing the pedal you can hear a click from the solenoid but tires don't move. If I spin tires with foot while pushing pedal the tires spin on their own but it's barely moving. Acts like it's not getting enough power to the motor. Is there a way I can test motor to see if controller is putting out enough power? I would almost think the motor has a burn spot on the armature or one of the leads isn't making good connection. I have used a meter and ohms all the big cables that I can and they check fine. You can tell the tires army spinning like they should and it somewhat of an on off sound from the motor. I checked voltage at green wire. A1 terminal and it read same as across the packs. And no change while tires are moving or sitting still

I figured out that the throttle pedal box under the cart must have a short in it. I took it out and used a screw driver to turn the mechanism and the tires started spinning fast but as I wiggle it they cut I and out. Looks like I need a new one
