Default Lights and horn

I have a 2002 club car and just all at once my horn,lights,turn signals and brake light just all quit working.Under my seat I found 4blue fuses and all look good.Don't know what else to do.

check to see if you have a reducer in line

Where would reducer be located if it has one?

Also when I turn on blinker I hear it blinking but no light.

Yes,I do have a reducer in it.

Get a multimeter and check that there is 12V coming from the reducer when the key is on. If yes then start checking the 12V lines. If no then check the other side of the reducer to see if you have 48V going in. If yes then the reducer is toast. If no then check to wiring to the reducer.
