There is 37.7V applied to motor, so if it isn't moving, the motor is not doing what it is being told to do.
With only 3.9A of current flow through the motor, it probably isn't moving.

IF you're lucky, motor might just need a new set of brushes.

At zero RPM, from about 400A up to 600A, or so, depending on the make/model of motor and what the controller's max throughput is. If the armature was spinning, there would be progressively fewer amps as RPM increased.

Take it to your local motor shop and have them inspect it.

I couldn't see anything all that bad except it needs a thorough cleaning and new brushes, probably a new bearing wouldn't hurt either.

the motor has two part numbers on it any reason for that and which one would i use for reference

I found a new motor online with the first number 73124G03

That is the "high speed" motor used in some EZGO carts of that era. It's a good motor but not worth the retail price new because equivalent or better motors from Plum Quick, D&D, EMP,Admiral, FSIP and others are available much cheaper.
