Default 2015 RXV Fleet Troubleshooting help needed please, newbie with a meter here

I bought cart used last year worked for 2 months then basically died. Parked for winter and wouldn't do anything when we tried this spring. Batteries were crap so replaced those with new. Solenoid didn't seem to be clicking replaced, key switch maybe? Replaced. Reed switch nfg ran wire to battery post. Brake won't release with tow switch, took apart it's fine, releases by changing plugs under tow switch. I live 5 hours away from place where we have it so I try and make lots of notes then head down to work on it. Also means I don't have access to parts or a Curtis handheld, multimeter only. Curtis 1206-5201 controller. Current setup battery pack fully charged, turning key on quick beep test, beeper runs in R, solenoid clicks, BPV on solenoid to controller, as soon as key is on brake wire is at BPV, does not change when pressing throttle or brake pedals. Cart does not try to move or anything. Coming back in 2 weeks to try again all advice gratefully accepted. Near Sumas, WA if anyone knows of a dealer with a meter. Thanks

Just something to try but grab the pedals and pull back to what should be full rest. They sometimes get sticky and don’t return all the way and the controller will see that as a fault. If you have a laptop you could always build yourself a Curtis 1314 PC cable to connect to the controller and see codes.
