Put your meter set to 200vDC across the big posts of the solenoid (positive on battery side and negative on controller side), You should see a small voltage reading.

Press the pedal until the solenoid clicks, if the voltage goes UP, the solenoid contacts are not closing (the voltage should go down to 0v).
I'll do that when I get home today. Would that cause the solenoid to stay on a few seconds and then go off?

In Your case I am thinking "Main Dropout".
The controller checks the voltage between its 'Logic' voltage signal and the B+ after the solenoid closes. If the Voltage at B+ is less than the voltage reading from the 'Logic' side, as it would be if it is running through the pre-charge resistor, it throws a "main dropout" error and shuts off the solenoid.

Ok, that would be great if that's all that's wrong with it. I'll check that as soon as I get home. I appreciate the help!

Well I went out to do some testing and found the problem. I did the old "push and pull" on all the wires and found one that felt loose. Pulled the cover off the controller and that wire was not plugged in. Runs like a champ now and hopefully the dropout harness I put on it will solve my original problem. Thanks for all the replies.

It was one of the smaller wires that went directly to the motor and plugged on with a spade terminal. I didn't pay much attention to color.

Ok the motor field was disconnected, that explains also the slight "Hum" your heard, no torque without field coil voltage.
