Yes they hum when plugged into the wall as it is turned on even through it is not plugged into the cart; power useage like this is very small as there is no amperage being outputted.... I leave mine plugged in 24/7 with or without cart plugged in; if I wasn't going to utilize it for better than a day only then would I unplug it...

Thanks for all the good info - The charger does continue with the float mode after the charge is complete. This is what you hear running. Think of it as more of an 'ohmm' than a 'humm' The charger is designed to be left unattended. It interrupts the float charge every 30 days to run a charge cycle and goes back to the float charge.... and if power is interrupted, it comes back on when the power is restored.
