The Blue/White wire not providing negative is just a symptom of the controller not working, likely the entire controller has failed.

Just a few more tests for peace of mind on calling the controller bad.

Since You tested the Blue/White wire directly at the solenoid and not the controller, there is a very small possibility that the wire connection between the controller plug and the solenoid is bad.

Disconnect the plug from the controller and do a continuity test using your multimeter between Controller pin #11 and the small solenoid post where the Blue/White wire is connected.

Make sure it has continuity or 0Ω.

The last thing that could prevent the Regen2 from engaging the solenoid is if the throttle signal is below 3.0v when the pedal microswitch closes.

You really need a back probe or insulation piercing probe to test it, but You could try a needle to pierce the wire near the controller.

With all of the same setup steps (OBC bypass, Tow/Run on Run and Key ON), and with the controller plug connected, measure the voltage on Controller Pin #7 Yellow/Black wire as You press the pedal.

It should go from approximately 3.5v to 0v as You press the pedal, but it must still be above 3.0v when You hear the pedal microswitch click.

I would guess that if you activate the solenoid with a separate ground, you would only be getting battery voltage to the controller input, the controller then sends to the motor.

I have pedal box opened ,but I will test yellow / black now!

I have pin in back of controller plug,yellow/black wire ,while plugged in to controller,took time to make sure it was in good, I have 46.3 v when micro clicks, goes to 46.5v and no change to full throttle

I'm going to skin wire ... Yel/BLK
Tested 46.3 v with cart off !
Test lead is clipped to bare wire on yel/black
Cart on ,no change 46.3v ...goes to 46.5 when full throttle

Pic is when I put test in in back ,was getting varying volt results

That is the correct pin, make sure the plug is connected to the controller and that You are measuring the voltage with the meter negative probe on pack negative.

You said the pedal box was open, make sure the pedal micro switch where +48v is present is no where near touching anything else inside that is low voltage (+5v).

If You don't get the correct reading at the controller pin #7, disconnect the 6-pin connector at the Multi-Step potentiometer (pedal box).

Same setup (OBC bypass, Tow/Run on Run and Key ON), Measure on the 6-pin harness connector:

Meter positive probe on Purple Wire
Meter negative probe on pack negative
You should get +5v

Meter positive probe on Pack positive
Meter negative probe on White/Black wire
You should get +48v

I tested yel/black with neg from meter to pack neg , and pos +meter probe to yel/black.

Disconnected 6 pin at multi step......Purple wire ,meter neg on pack neg.....getting 45.3 v

Meter pos on pack pos meter neg on Black/white wire ,test getting 4.5 v
Cart is on ,run tow to run
Obc bypassed

When You do the test on the Purple wire at the 6-pin connector, with the connector unplugged from the Multi-Step potentiometer, if You get +46v or more instead of +5v, the controller is totally fried internally.

Should I send it for repair to guy in Carlisle PA,or buy new? Can't seem to find a 2000 club car sepex Regen 2 controller. Do you know the model number or part number? Thanks again for all your help!

Don't know if its important but Micro was still plugged in ,and cart was not in forward,if it matters...
